Our Constitution

The Rwanda Association of Local Government Authorities (RALGA) article of association is the legal framework that governs how the association operates, its structure, and its objectives.

Overview of the RALGA Constitution

The articles of association outlines key aspects such as:

1. Objectives

The objective of RALGA is to assist local Government entities in achieving their mission, complying with principles of good governance and decentralization.

2. Membership

Members of RALGA are districts with legal personality and the City of Kigali that applied for membership and got approval. 

They are represented in RALGA by delegates appointed by the council in accordance with the provisions of RALGA internal rules and regulations

3. Organs / Structure

The constitution establishes governing bodies such as:

  • General Assembly
  • Executive Committee
  • Secretariat

Each organ has clearly defined roles and responsibilities.

4. Leadership & Elections

  • Describes how leaders are elected or appointed
  • Specifies terms of office and eligibility criteria

5. Meetings

  • Procedures for ordinary and extraordinary meetings
  • Voting rules and quorum requirements

6. Financial Provisions

  • Sources of funding (membership fees, grants, partners)
  • Financial management and accountability rules

7. Amendments

  • Procedures for changing the constitution
