Districts and City of Kigali Collaborate with RRA to set 2025/26 Local Revenue Collection Targets

The workshop convened Chief Budget Managers and Revenue Collection staff from all districts and the City of Kigali, alongside representatives from the Rwanda Revenue Authority (RRA), the Ministry of Finance and Economic Planning, and the Ministry of Local Government.

The primary objective of the workshop was to establish revenue targets and to share strategies as well as practices to achieve them.

The Districts and the City of Kigali have set ambitious revenue collection targets, expected to be achieved by optimizing existing approaches and ensuring comprehensive taxpayer engagement. The government has introduced comprehensive tax reforms to further bolster revenue collection.

Preliminary data indicates that, for the current fiscal year (July 2024 – April 2025), local revenue collection has reached 102% of the established targets. This achievement underscores the effectiveness of recent reforms and the commitment of local authorities to enhance revenue mobilization.
