Summary

Rwandan local authorities improve local participation for sustainable urbanisation to ensure inclusive decision-making and responsive service delivery” summarized as “VVSG-RALGA project” is implemented in partnership with VVSG (Vereniging Van Vlaamse Stedem en Gemeenten/Association of Flemish Cities and Municipalities).

In the context of Rwanda, RALGA and VVSG have agreed to prioritize the sustainable urbanisation thematic sector as focus of the partnership interventions in Rwanda based on the Government prioritization of urbanisation as key driver of economic transformation according to Government vision policies of NST1 2018/2024 and Vision 2050 (Rwanda we want). The project also prioritizes the promotion of local governance under the decentralisation policy framework in force in Rwanda since 2000, focusing on streamlining citizen and stakeholder participation in decision and service delivery processes

  • Scope of project interventions:
    • Project objectives:
      • Outcome/specific objective: Rwandan local authorities improve local participation for sustainable urbanisation to ensure inclusive decision making and responsive service delivery
      • Expected result1: RALGA has strengthened capacity to support local authorities in making local participation
      • Expected result2: Councillors and staff of 2 pilot districts have knowledge and skills on inclusive participation for sustainable urbanisation
    •  Intervention coverage:
      • RALGA level:  Result 1 activities (capacity building tools, RALGA driven peer learning)
      • Pilot districts:  Bugesera (Eastern Province) and Karongi (Western Province)  
  • Project target groups and beneficiaries:
    • The project directly targets selected RALGA staff and officials, District and sector technical staff, District JADF committees and District stakeholder’s representatives
    • The ultimate beneficiaries are the population of Bugesera and Karongi. By extension all districts urban population would indirectly benefit from the project support peer learning and experience shared amongst all RALGA members
