MEL for Climate Adaptation is a system for Monitoring, Evaluating, and Learning from climate change adaptation efforts to understand their effectiveness and inform future strategies.
The training was organised by the Ministry of Environment and the Rwanda Association of Local Government Authorities (RALGA) in collaboration with NAP Global Network to equip Districts with knowledge and skills to monitor, evaluate, and learn from climate change adaptation, but also to encourage districts and the city of Kigali to incorporate national and global climate actions into their annual, mid-term and long tern planning frameworks.
Local governments play a key role in climate adaptation and mitigation due to their proximity to citizens and their position as the implementing level of government.
In his opening remarks, Mr. Twagirimana Thadée, the Acting Director General for Environment and Climate Change at the Ministry of Environment, underlined that after this training, “Districts are expected to be able to analyse, monitor, track, and plan actions that respond to climate adaptation and mitigation.”

“Integrating effective MEL systems is crucial for ensuring that Districts’ climate adaptation efforts are impactful, aligned with national priorities, and advancing climate action at the local level.” Rutagengwa M. Francine, Acting Secretary General of RALGA in her remarks.

The training co-organised by the Ministry of Environment and RALGA aimed at strengthening the technical capacity of district technical staff to implement Rwanda’s adaptation MEL system.
Following the workshop, districts are expected to have:
- A clear understanding of the purpose and structure of Rwanda’s adaptation MEL system and how it links to national and international frameworks.
- Enhanced capacity to collect, input, and interpret data in priority sectors (agriculture, transport, human settlements, water resources, mining).
- Practical knowledge of how MEL data informs domestic reporting, international reporting, and planning processes.
- Strengthened ownership and readiness among district technicians to integrate MEL into district-level adaptation planning and reporting.
